DOE alleged in a Notice of Proposed Civil Penalty that Nordyne, LLC d/b/a Garrison Heating and Cooling Products failed to certify various residential central air conditioners and central air conditioning heat pumps as compliant with the applicable energy conservation standards. DOE regulations require a manufacturer (which includes importers) to submit reports certifying that its products have been tested and meet the applicable energy conservation standards.
