DOE ordered Penguin Toilets, LLC to pay a $5,000 civil penalty after finding Penguin Toilets had failed to certify that certain models of water closets comply with the applicable water conservation standards. The Order adopted a Compromise Agreement, which reflected settlement terms between DOE and Penguin Toilets.
