Bob Gibbs was born and raised in Boston, Massachusetts. A retired naval officer, he holds both a B.A. in business management from the University of Washington, and a J.D. from George Mason University. He is a member of the Maryland and the American Bar Associations.
He started his career in the federal government as a cadet at the U.S. Coast Guard Academy in 1969, where he graduated with high honors 4 years later as an Ensign in the Coast Guard with a Bachelor of Science Degree in Economics. Besides his undergraduate degree, he earned a Masters Degree in Business Administration from the University of Massachusetts in 1978. He is also a distinguished graduate of the National War College, earning a Masters Degree in National Security Studies in 1994.
Director, Office of Learning and Workforce Development
Mr. Honemond joined the Department of Energy on July 18, 2010. Previously he served as the Director of Planning and Training at Peace Corps, where he led the development and implementation of plans, budgets and policy governing agency-wide training programs supporting 2,700 staff members in 70 countries. He also supervised the course development of three global business applications to support 7,800 Corps volunteers. As part of this global network, he built the business case for and implemented the agency's first Learning Management System. Mr.
Ms. Rita Clinton serves as the Director, Office of Human Resources Services, in the Office of Human Capital Management for the Department of Energy with responsibility of providing a full range of human capital management (HCM) operational functions, employee work life programs, workforce service delivery, and day-to-day operational support for Headquarters in the competitive, excepted and senior executive services and for political and presidential appointees and senior executives in Headquarters and the field.
Ms. Tonya Mackey joined the Department of Energy (DOE) as the Director, Office of Executive Resources with the Office of the Chief Human Capital Officer on July 15, 2013. In this role, she has primary responsibility for managing all political appointments and executive resources programs which include Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), EJ and EK. She has over 25 years of human resources experience and was appointed to the SES in February of 2008.
