The City of Port Angeles Public Works & Utilities offers a low-interest loan to its residential and commercial customers for certain renewable energy projects. The loan is available for installation of solar water heating and photovoltaic systems. All improvements must be approved by the City in advance of any work performed. All improvements must meet the City’s Material & Installation Specifications. The interest rate for this loan is 2.5% above the one year London Interbank Offered Rate (LIBOR) and is subject to change without notice.

The District of Columbia offers a commercial Property Assessed Clean Energy (PACE) program. In order to receive financing through the commercial PACE program, applicants must first have an energy efficiency audit performed on the property. The audit must show energy cost savings that can reasonably be expected to equal or exceed the cost of the improvements and interest on the loan. Reasonable costs of any energy audit may be included in the amount of the loan upon request by the applicant.

Puget Sound Energy's (PSE) Energy Efficient Equipment Rebate Programs offer a variety of incentives to non-residential customers. Eligible technologies include lighting measures, air conditioners, heat pumps, ECM motors, programmable thermostats, motors, variable speed drives, food service equipment, clothes washers, and lodging industry measures. View the program web site listed above to see all equipment requirements and rebate amounts. Some rebates vary by equipment capacity, efficiency, and fuel source. All equipment requirements must be met in order to receive rebates.

PSE provides a flexible incentive program to help fund energy-efficiency measures in new construction. Includes custom grants for whole buildings and building components, custom grants for third-party building commissioning, and rebates for building components and equipment. Building Commissioning and Whole Building incentives are based on building size and achieved energy savings. PSE can provide a custom retrofit grant for any energy-efficiency project that meets specified cost-effectiveness criteria and other PSE program requirements. To be eligible, customers must purchase electricity and/or natural gas for commercial, industrial or other non-residential facilities from PSE at the site where the equipment or system is installed. Projects may involve HVAC systems, process improvements, heat recovery, variable speed drives and lighting upgrades. Custom retrofit grants require pre-approval and are subject to availability of incentives.

Puget Sound Energy (PSE) offers two different programs for multifamily energy efficiency rebates: the Multifamily Retrofit Program and the Multifamily New Construction Program. In order to participate, buildings must be located in the PSE electric or natural gas service territory.

Puget Sound Energy's (PSE) Portable Classroom Controls Rebate program offers rebates to school customers who upgrade portable classroom controls from seven-day programmable thermostats to 365-day programmable thermostats. Up to $250 is available for 365-Day Programmable Thermostats, with an additional $50 each for Occupancy Sensor Damper Controls and Occupancy Sensor Lighting Controls. The amount of the rebate is payable only up to the cost of the project including labor.

Puget Sound Energy's (PSE) Residential Energy Efficiency Rebate Programs offer a variety of incentives for customers who purchase energy efficient appliances and equipment. Rebates include furnaces, boilers, air-source heat pumps, ductless heat pumps, geothermal heat pumps, insulation, energy audits, clothes washers, light fixtures, appliance recycling, refrigerators, equipment conversions, water heaters, and heating equipment upgrades. Some rebates vary according to the capacity or efficiency of equipment.

Puget Sound Energy's (PSE) Resource Conservation Manager Program (RCM) provides funding and support to customers who hire a RCM. The role of an RCM is to increase efficiency by focusing on improvements to Operations & Maintenance practices, and instituting best practices for resource usage (e.g. electricity, natural gas, water & sewer, solid waste and recycling). Most organizations can reduce annual costs from 10% to 15% over a three-year period.

Washington's net-metering law applies to systems up to 100 kilowatts (kW) in capacity that generate electricity using solar, wind, hydro, biogas from animal waste, or combined heat and power technologies (including fuel cells). All customer classes are eligible, and all utilities -- including municipal utilities and electric cooperatives -- must offer net metering.
