One way to protect against terrorist activity is to secure our nuclear waste deep underground in a federally guarded facility. It is highly unlikely that any kind of terrorist attack could affect the waste deep underground.

Also, it would be extremely difficult for unauthorized persons to remove nuclear materials from such a facility.
